The Blues are reportedly determined to bring Gittens back to England, five years after he left Manchester City to move to Germany as a teenager.
The report also hands a boost to Chelsea, with Dortmund apparently no longer seeking a fee worth €100million (£85.8million).
Instead, the Bundesliga outfit would apparently be willing to listen offers in the region of €50million (£42.9million) and €60million (£51.5million), marking a significant decrease from the first reported asking price.
Chelsea's exact summer transfer plans still remain a mystery with the window set to open in just over a month's time.
The Blues will have the opportunity to strengthen their squad from June 1 to June 10 ahead of the Club World Cup, before the window reopens again on June 16 and runs for the rest of the summer until September 1.
